Respite and Home Care Funding

Services are funded in a variety of ways. People with disabilities primarily use funding known as Medicaid Home and Community Based Waiver Services. These services are also known as Title 19 Consolidated and the Person/Family Directed Support waivers. Also, birth through 21 years-of-age individuals eligible for personal care attendant services through Medicaid have used funds to pay for In-Home supports. In Pennsylvania, children under age 21 who have serious disabilities are entitled to Medical Assistance benefits, regardless of their parent’s income, under the Early Periodic Screening Diagnostic and Treatment program (EPSDT).

Families also have the option of paying directly, using their Supplemental Social Security Income, or their Trust dollars through their ACHIEVA Family Trust account. ACHIEVA can bill other funding organizations such as a school district or an insurance provider. Despite these options families often lack the resources to pay for care. To help, donate now.
