Achieva Support Earns Select Tier Provider Designation from Pennsylvania's Office of Developmental Programs

Pittsburgh, PA — Achieva Support has earned the state’s Select tier provider designation through Pennsylvania’s Office of Developmental Programs (ODP) Performance-Based Contracting (PBC) system, recognizing the organization as one of the Commonwealth’s highest-performing residential providers.

The Select tier designation recognizes providers that demonstrate strong performance, quality outcomes, workforce development, and a commitment to supporting people with intellectual disabilities and autism through person-centered services. Under ODP’s Performance-Based Contracting model, providers are evaluated on a range of quality and operational measures designed to improve outcomes and strengthen services across Pennsylvania. Providers achieving elevated tier status (Select or Clinically Enhanced) represent only ten percent of residential providers statewide. According to ODP, Select tier providers must meet enhanced performance measures and deliver multiple residential service models.

“This recognition is a testament to the dedication of our Direct Support Professionals and leadership team who are dedicated to delivering high-quality services every day,” said Stephen Suroviec, President and CEO of Achieva. “We’re pleased to be recognized among Pennsylvania’s top-performing residential providers and remain committed to continuous improvement and exceptional service.”

Achieva Support (Achieva’s largest affiliate) provides residential services to more than 120 people with intellectual disabilities and autism across Allegheny, Beaver, and Westmoreland Counties. Through a range of options in its Community Supported Living programs, the organization helps people live safely and independently while receiving individualized support tailored to their needs.

Achieva Support has embraced Performance-Based Contracting as an opportunity to strengthen an already robust quality framework. By using data to drive decision-making and proactively addressing health and behavioral support needs, the organization has achieved measurable outcomes for the people it supports.

“Our team has worked intentionally to build systems that identify needs early, prevent crises, and support positive outcomes,” said Court Hower, President of Achieva Support and Senior Vice President of Achieva. “This designation reflects the commitment of our Direct Support Professionals, residential teams, nurses, supervisors, and quality staff who work together every day to help people lead lives of personal significance."

Among the initiatives contributing to Achieva Support’s success are:

  • Proactive interdisciplinary team reviews that identify concerns before they become crises.
  • Enhanced health monitoring through the Health Risk Screening Tool (HRST) and individualized health planning.
  • Fall-risk assessment and prevention strategies that help promote safety and independence.
  • Expanded trauma-informed care practices and Mental Health First Aid training across multiple levels of the organization.
  • Increased workforce credentialing and professional development for Direct Support Professionals.
  • Enhanced support for people with complex medical and behavioral health needs.

Achieva Support’s person-centered approach focuses on helping people achieve their goals while receiving the individualized support they need to thrive in their communities.

"We embraced Performance-Based Contracting and challenged ourselves to go beyond the minimum standards," said Kolleen Johnson, Senior Vice President of Achieva Support. "Ultimately, this work is about improving the lives of the people we support, particularly those with the most complex needs."

Achieva Support will continue providing the high-quality services and support that individuals and families have come to expect while pursuing ongoing opportunities for innovation and improvement.
