Many people with disabilities want to work or increase their hours, but concerns about losing essential government benefits—such as Medicaid or Medical Assistance—often stand in the way. These benefits frequently provide the very supports that make employment possible, including assistance with daily living and transportation. Without clear information, the risk of working can feel overwhelming.
Recognizing this challenge, Achieva Family Trust launched its Employment Benefits Counseling Program in 2017 with support from United Way of Southwestern Pennsylvania. The program helps people with disabilities understand how employment impacts their benefits so they can make informed decisions about work and financial independence.
“Benefits counseling changes lives,” says Alena Anderson, Director of Moving to Financial Stability at United Way of Southwestern Pennsylvania. “By guiding people through complex systems, Achieva is opening doors to independence, dignity, and economic security.”
This service is available throughout the entire state of Pennsylvania and serves approximately 200 people each year. Support doesn’t end once someone starts working—counseling also includes assistance with benefit overpayments, denials, and appeals, a process that can take months and requires ongoing guidance.
When a trust beneficiary considers working or increasing hours, Employment Benefits Counseling helps ensure employment decisions align with both their trust and public benefits. Together, these services allow individuals to pursue meaningful employment while maintaining financial stability and long-term security.

Additionally, through special needs trusts, Achieva Family Trust helps individuals safeguard assets without jeopardizing eligibility for essential government programs such as Medicaid and Supplemental Security Income. Trust funds can be used for life-enhancing expenses including medical care, transportation, clothing, education, and other supports that promote independence and quality of life.
