Important Update for SNAP* Recipients: What You Need to Know About November Payments

If you receive SNAP benefits (also known as food stamps), you may have heard that the federal government shutdown could affect November payments. The U.S. Department of Agriculture (USDA) has told Pennsylvania that it will not be able to fully fund November SNAP benefits unless Congress takes immediate action to approve a budget. This means that SNAP payments for November may not be issued if the shutdown continues.

We know this news may be stressful — especially for those who rely on SNAP to buy groceries and feed their families. Achieva wants you to know what you can do.

1. You Can Still Use Unspent SNAP Benefits on Your EBT Card

The image shows an example of an EBT card, which is the size of a credit card and has a photograph of the Pennsylvania capital building's dome on it.
If you have unspent SNAP benefits from previous months, you can use them during the shutdown.

  • Your benefits do not expire at the end of each month. They stay available for up to one year after being added to your card.
  • You can use your card anywhere SNAP is accepted, including most grocery stores, famers markets, and some online retailers.
To keep your benefits safe, lock your EBT card when you're not using it through the ConnectEBT app or website

2. Pennsylvania is Still Processing Applications and Renewals

During the shutdown, the Pennsylvania Department of Human Services (DHS) continues to:

  • Process new SNAP applications
  • Handle renewals and case updates
If you receive a notice to renew or update your case, make sure to complete it on time. Keeping your information current helps prevent delays once funding resumes.

Also, starting November 1, new federal work reporting requirements will take effect. Be sure to follow any instructions from DHS to stay eligible for future benefits.

3. If You Need Food, Help is Available

If SNAP payments are delayed or you need immediate food assistance, there are several trusted resources in Pennsylvania that can help:

4. If You Want to Help Others

Many Pennsylvanians are in the same situation right now. If you are able, consider supporting your local food bank or pantry by donating food, funds, or time. Even small actions make a big difference.

5. Stay Informed
